After years of work for the startup ecosystem, the albanian legal space will have a special law to support startups.

Creating a startup can be a chaotic process but sometimes this chaos fosters innovation. But the legal chaos shakes the startups from their establishment by “scaring” the founders and this makes the innovation slow down.

One of the legal infrastructural steps to help the ecosystem is undertaking the drafting of a law on innovative startups which has already passed in parliament. This draft law is practically put together with inputs from ecosystem actors trying to reflect on paper all their concrete needs, from having a spave where they can develop ideas or even get acquainted with financing opportunities and how an idea can be turned into a business. So it will be a well-conceived legal and administrative mechanism, how the state can really come to the aid of anyone who has a new idea, an idea that brings innovation and an idea that makes our society better.

The fact that multidimensional legal initiatives are being undertaken is very good news for the whole ecosystem. All natural and legal persons in Albania but also in the world, who want to establish their business idea will be able to declare themselves in e-Albania. There will be a special register for startups and facilitators (incubators).

Facilitators are institutions that provide services for startups, such as incubators, accelerators, universities, etc.

From the moment of registration in this special register, startups will have a 24-month period, which by law is called the incubation period. During this period, they will be able to be adviced at a ‘one stop shop’, which will be set up under the Minister of State for Entrepreneurship Protection.

Regjistrimi dhe marrja e shërbimeve do të jetë pa pagesë. The entire registration and grant application process will be online and without physical contact.

This is the first and most important step, but it is not the only one, as it will continue. There will be millions of euros of support, starting from 2022 as a pilot year.
